NOTICE OF CITY / SCHOOL ELECTION

TUESDAY November 4, 2025

Mills County Auditor and Commissioner of Elections, Amber Farnan, hereby gives notice that there will be a CITY / SCHOOL ELECTION in Mills County on Tuesday November 4, 2025 Qualified electors of Mills County will vote at the polling places designated below for the purpose of electing candidates for city and school offices.



Poll Hours

The Polls will open at 7:00 AM and close at 8:00 PM, as provided by law.



Voter Information

Voters are required to provide an approved form of photo ID at the polling place before receiving and casting a ballot. A voter who is unable to provide an approved form of ID (or proof residence if required) may:


  1. Have the voter’s identity / residence attested to by another registered voter in their precinct. Attesters must provide an approved form of photo ID in order to attest for the voter. 
  2. Cast a provisional ballot and provide a photo ID / proof of residency at the Auditor’s Office by 8:30 AM, Friday, November 7, 2025

Voter Registration Information

Voters must be registered to vote to participate in the City / School Election. Registration may be done in the following ways.

  1. Voters may register in person in the Auditor’s Office. The deadline is 5:00 PM, Monday, October 20, 2025.
  1. Voters may mail in their registration to the Auditor’s Office. Voter registrations that are mailed must be received by or have been postmarked by Monday, October 20, 2025.
  1. Election Day Registration: Voters may register at their polling place on Election Day by presenting a current photo ID and proof of residency to the election officials. Contact the Auditor’s Office for a list of approved documents.

 


Absentee Voting by Mail

A ballot may be mailed to voters upon their request. Requests can be made in writing (voters must include their name, ID #, address, date of birth, name and date of the election, voter signature, and signature date) or on an official Absentee Ballot Request formOfficial forms may be obtained by contacting the Auditor’s office or on our website at https://www.millscountyiowa.gov/. Absentee Ballot requests must be received by the Auditor’s Office no later than 5:00 PM on Monday, October 20, 2025.

 

Absentee ballots must be returned to the Auditor’s office no later than 8:00 PM on Tuesday, November 4, 2025. Postmark dates DO NOT count. Absentee ballots CANNOT be placed in the drop box outside the Courthouse. 

 

Voters may check the status of their absentee ballot by contacting the Mills County Auditor’s Office or at: https://sos.iowa.gov/elections/absenteeballotstatus/absentee/search 



Absentee Voting In-Person

Absentee ballots will be available starting Wednesday, October 15, 2025, at the Mills County Auditor’s Office and may be voted in the office until 4:30 PM on Monday, November 3, 2025.



Public Test of Voting Equipment

Both the Unisyn Freedom Vote Scan voting system and ballot marking devices which will be use in the City / School Election will be tested starting at 10:00 AM on Thursday, October 23, 2025, and will continue Friday, October 24, 2025, at 10:00 AM, if necessary. The public test will be conducted at the Mills County Annex, in the basement.



Provisional Ballot Board

The Provisional Ballot Board will meet at 8:30 AM on Friday, November 7, 2025, to decide on any voter’s Provisional Ballot that was cast on Election Day.

City of Glenwood Public Measure P

SHALL THE FOLLOWING PUBLIC MEASURE BE ADOPTED?

Summary: To authorize a change in the allocation and use of the one percent (1.0%) local sales and services tax in the city of Glenwood, Iowa, effective January 1, 2026.

The use of the one percent (1.0%) local sales and services tax shall be changed in the city of Glenwood, Iowa, effective January 1, 2026.

PROPOSED USES OF TAX: 

If the change is approved, revenues from the sales and services tax shall be allocated as follows:

 0% for Property Tax Relief

100% for the Mills County Wellness Center, Police Department, Fire Department, and any lawful purpose as deemed necessary from time to time by the City Council.

CURRENT USES OF THE TAX: 

Revenues from the sales and services tax are currently allocated as follows:

0% for Property Tax Relief

100% for the Mills County Wellness Center.

Iowa Western Community College (Merged Area XIII) Public Measure SE:

Shall the Board of Directors of the Iowa Western Community College (Merged Area XIII) in the Counties of Adair, Adams, Audubon, Cass, Crawford, Fremont, Harrison, Mills, Monona, Montgomery,  Page,   Pottawattamie and Shelby, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $55,000,000 to provide funds to defray the cost of any one or more of the following purposes: to construct, furnish, and equip a new Career and Technical Education facility for automotive/diesel mechanic, commercial drivers’ license, and logistics programming; to expand, improve, remodel, repair, furnish and equip existing buildings for expanded programming including HVAC, plumbing, welding, electrical, and construction technology for credit and non-credit programming?
